A time cap on a workout or task of a workout means that you need to complete the work within that given time cap. If you do not complete the work within the given time cap then you have failed the workout.
Not making it within the time cap can mean that you did not work within the intended intensity or you didn’t scale the workout appropriately. You would need to scale the weight, reps, or rounds to be able to make it within the given time cap. As you complete the workout again, you can scale up until you complete the workout as prescribed.
